09/09/2009 - FD Blueprint’s overview of Barroso’s manifesto

On 3 September, European Commission President Barroso submitted his proposed ‘Political guidelines for the next Commission’ as part of a campaign to secure his reappointment for the term 2010-15.

Although Mr. Barroso has already secured the backing of the Member States for his reappointment, he also needs to win a majority backing of the European Parliament. In July, the newly elected Parliament declined to give this. However, rather than putting up an alternative candidate, both the socialist S&D group (second largest in the Parliament) and the liberal ALDE (third largest) decided to publish their own mini-manifestos aimed at Mr. Barroso – in other words, a list of conditions for winning their approval. This in turn prompted the Parliament’s largest group, the centre-right EPP, to do the same, even though it had already pledged its support.

As a result, Mr. Barroso has agreed to meet the Parliament’s political groups individually for an exchange of views on what his policies would be if reappointed.
